It depends on the state. Contact the desk to confirm yours before applying.

Why would a state be accepting with conditions?

A state may require a registration or a specific disclosure before a broker presents an offer. The desk names the condition when it answers for that state.

Does it cost more to apply from a state still under review?

No. Applying asks for no payment, whatever the state. Costs appear only in a funder's offer.

Will a held file get a credit check?

A held file waits until funders in that state can take it. When they do, ask how any credit review works before you sign.

When will a held file be released to funders?

When the desk confirms that state. No date is promised, and the merchant or broker is told when that happens.

Are stacked files from unconfirmed states treated differently?

No. The number of open positions does not change the hold. Every file from an unconfirmed state waits the same way.
